Yes.

This is English, not math. Hard and fast struggles for perfect a fit, but it smashes to teach application. And, context matters. Finally, the writer has strong grasp of the PV - hence the article. I didn't need to start from zero. But, if you would prefer:

  • Passive voice is USED to hide the identity of the actor.
  • Passive voice DRIVES attention away from the actor.

In the context of the article, the most apt iteration is the first. In the context of the text callout, used it useless - the writer had already adopted it (below). I needed only build from there up.

C'est vrai. <shrug>

" . . . passive voice doesn’t tell you who saw the suspect, who shot him, who made those tragic mistakes, and therefore, who must take responsibility."
