What makes me think people haven't been saying these things for years? I suppose that depends on what you think it is that I am saying. But short answer - I don't. What makes you think I am writing about WHAT people have been saying instead of HOW - logistically - to catch departments in the act?

Did I consider how lazy everybody in the chain of command, on down to the officers, are? Of course I have, in ways you have no idea even exist. Down in the close there - DOC-CRT, Special Litigation Section - that means something of import in this context. I vetted misconduct in major departments and jails across the nation for the Justice Department. I've considered these thing b/c it was my job to do so. I have seen what you have not.

We do not come at this from the same place, Ray. Finish the series, THEN ask me what you want. I took great pains to answer every question you ask. More pains, I can assure you, than you took to simply ask them.
