Here is the thing about policing - communities are actually policed by three different agencies AT LEAST: the city police, the county police and - though considerably less frequent - the state police. Even if "abolish the police" literally mean get rid of the police - it does not - getting rid of all three is not an option. Get rid of one, though, and cities are still covered. Better yet, give them the money and they can expand to meet police to population ratios.

Abolish the police has nothing to do with getting rid of the police, however. It's just bad naming convention. It means abolish the police EXCESS - get the out of the business of doing stuff we started shoving on them in the Regan era, like MH management.

Still, you idea has legs. I hope you decide to back fill it into something actionable.
