I heard you - and I know supes have unions too - but I am still looking for a specific answer.
Let me rephrase: MPD, for example, requires supes to provide performance feedback to officers on practices that may fall outside of its P&P. They must document both the counselling and any corrective measure.
Chauvin has 17 (and by some counts 22) citizen complaints while with MPD. One of those complaints was of him pressing he knee to a teen's chest for 19 minutes. He also hit that teen so hard in the back of the head, the teen required stitches. The state has a video of the event, and declined to charge. The feds got ahold of the video and charged DC w/in a few weeks.
You find the supe, you pull his/her files. MPD says there MUST be a paper trail. There is zero in the file - no peep, no squiggle - nada about ANY follow up on ANY of the above.
Let's go back to the TBL - you need no break. It's a paper trail. You just need the file.
If MPD is anything like LMPD, the municipality owns the files. That means the Mayor has the reach.
Now let's go back to the union. What kind of ammo are they packing? It's binary; black and white. What's the problem?
Sure, it's political, but you have Mayors like Lightfoot and what's her name from Ferguson and Atlanta and tons of others (I list them in Part V) who are ready to go. We start there, with people already tugging and pushing despite the politics.
Maybe we can talk off line? The grooves are so well worn in the typical considerations, it's hard for me to be sure I'm o the same page with another. Your insight is amazing and I don't want to lose that bright light on the exact contours of my question.
