I get what you’re saying. I also appreciate the break between the world you speak of and the world I do. What you speak of really should be the case, but sadly it’s not. It’s a real breakdown in the department model. The Chief isn’t driving much on the street level.
Look, for example, at the state patrol that killed Greene. Chief wants change, and he’s having little success despite being the boss. That’s echoing in departments across the country. There have been more Chiefs fired in the last year than in any similar period on history. New Chiefs are being installed with modern thinking and little success.
