I don’t know enough of the military innards to say but it sounds like you are on it. But there is an added variable: what if your sergeants just did not do the job?

So, combine the two: no sergeant — everything would fall to pieces. It would sort of look like catch as catch can; no top, down performance review structure — nothing gets caught. Nasty confluence of events, but there we have it.
